Byron Callies

BYRON I. CALLIES

Byron Callies, B.S., M.S., P.E.M., C.H.S.P., C.E.M. is a CEMA Principal and a former U.S. Navy SEAL commando, with medical, intelligence, and ordnance specialties. Byron is also a former regional bioterrorism coordinator for a Michigan regional bio-defense network that is part of the federal hospital preparedness program. He has experience as an emergency management consultant for OASPR regional planning organizations and Emergency Management Coordinator for a regional hospital in Michigan. Byron is intimately knowledgeable about OASPR cooperative agreement requirements and the Medical Surge Capacity and Capability organization strategy. Byron is a FEMA Master Exercise Practitioner, a Homeland Security Exercise and Evaluation Trainer and a Certified Emergency Manager.
Joseph Defors

JOSEPH H. DEFORS

Joe DeFors, A.D., B.S., M.P.A. is a CEMA co-founder and Principal officer. Joe has a background in pre-incident planning, incident command, emergency medical services, firefighting, hazardous materials, technical rescue and teaching. Joe spends the majority of his time at CEMA in project management and as head of the Finance Section.

Joe has an Associate Degree in Emergency Medical Technology, a Bachelor of Science Degree in Biology, Mathematics and Education, and a Master of Public Administration degree.

Thomas Shaver

THOMAS A. SHAVER

Tom Shaver, A.D., M.E.P., P.E.M., is a CEMA co-founder and Principal officer. Tom retired from the Lansing Fire Department in 2002 after 25 years service and as Director of the Office of Emergency Management for the City of Lansing. In addition to extensive training in emergency management, Tom has completed specialized coursework in EOC operations, emergency radio communications and weapons of mass destruction (WMD) preparedness and is a FEMA Master Exercise Practitioner. Tom has an Associate Degree in Fire Science, is a certified Fire Investigator, and is certified by the State of Michigan as a Professional Emergency Manager.
Tres Brooke

TRES BROOKE

Tres Brooke is the Michigan Northern Branch Director for Comprehensive Emergency Management Associates, Inc. (CEMA), covering Michigan's northern lower and upper peninsulas. CEMA provides emergency planning, training, and exercising solutions.

Tres previously served as a Regional Bioterrorism Preparedness Coordinator. Prior to this, he worked in local public health, in the areas of maternal/child services, community health programming, and HIV/AIDS services. Tres possesses a Masters degree in General Administration from Central Michigan University, and a Bachelors degree in Spanish Literature and Linguistics from the University of Michigan.
