Emergency Planning is the process of planning and preparing for disasters and their consequences.
The concept of comprehensive emergency planning was first institutionalized in 1979 with the creation of the Federal Emergency Management Agency (FEMA).

The word "comprehensive" refers to an integrated approach to the management of emergency programs and activities. It includes not only emergency planning, but also a variety of related sub-disciplines.

An emergency is any unplanned event that can cause deaths or significant injuries. It can also be any event that can shut down your business, disrupt operations, cause physical or environmental damage, or threaten your reputation or revenue.

Comprehensive emergency planning addresses all types of emergencies.  Typically, we speak of three categories:

Natural: Severe storms, high winds, flooding, drought, landslides, lightening strikes, earthquakes, wildfires, etc.
     •
Technological: Utility interruptions, fires, power outages, communication or transportation system failures, information system failures, etc.
     •
Man-Made: Civil disturbances, labor actions, workplace violence, bomb threats, terrorism, etc.

• Mitigation or Prevention: Pro-active, ongoing activities designed to remove threats and lessen the impact of disasters on people and property.
 
• Preparedness: Preparations made for an emergency before it occurs. Preparedness is more than just planning, it includes activities aimed at improving the efficiency and effectiveness of response.

• Response: Reaction to and managing the incident until it is resolved. At the community level we think of police, fire and emergency medical services when we think of response.

• Recovery, or Business Resumption: Those activities and processes focused on repair of damages, recovery of losses and resumption of  normal operations.
